San Jose Police Personnel

Fees for San Jose Police Department (SJPD) personnel for location production are as follows (rates are subject to change):
  • FOR SECURITY ONLY: $44.00 an hour with a 3-hour minimum.

  • FOR TRAFFIC CONTROL & SECURITY: $45.50 an hour with a 3-hour minimum. Time-and-a-half may be charged on any assignment exceeding eight (8) hours.

  • Double time may be charged on the following holidays only:
    New Year’s Eve from 12 p.m. to 12 a.m.
    New Year’s Day
    Thanksgiving Day
    Christmas Eve from 12 p.m. to 12 a.m.
    Christmas Day

  • To arrange for police personnel to work on location, contact the SJPD Secondary Employment Unit at 408-277-4980. The office is open Tuesday - Friday from 8:30 a.m. to 3:30 p.m. at 201 West Mission Street, San Jose, CA 95110. (NOTE: These rates are effective July 1, 2007. All police personnel are to be paid by the production company on the day that work is performed.)

  • Secondary Employment Processing Fee for 1 Time Event: $189.00

Street Closures

Charges for street closures in San Jose are $209.00- this fee is subject to change. To obtain a street closure permit, contact the Secondary Employment Unit at 408-277-4980.



Parking Permit & Signage

No Parking signs are available from the City of San Jose Department of Transportation at 50 cents each plus tax. If the street is metered and you want to post "No Parking" signs for production purposes, there is a $5 per meter/per day charge for each meter you bag or post. The permit needed for posting "No Parking" signage is a "Special Event Tow Away Permit" and costs $25. All signage must be in place 24 hours in advance of the effective date and time on the permit.. Your production personnel may install the signage or the Department of Transportation will install the signs for you with a minimum charge of $85. Payment for "Special Event Tow Away Permit," signs, and meters should be paid by check at the time you pick up the permit and signage. Production in Downtown San Jose

Many cultural events and conventions take place in the city's downtown area. To avoid conflicts with scheduled events, the Office of Cultural Affairs must review all productions scheduled in the downtown area. They can be reached at 408-277-5144.



Insurance Requirements

Prior to commencing any filming or photography activity on public property, production companies must provide to the City of San Jose’s Office of Risk Management a valid Certificate of Insurance showing the following:
  • Commercial General Liability: minimum $1,000,000 combined single limit per occurrence for bodily injury and property damage including products and completed operations.
  • Automobile Liability: minimum $1,000,000 combined single limit per accident for bodily injury and property damage for all owned, hired or non-owned vehicles.
  • Workers’ Compensation and Employers’ Liability: limit of not less than $100,000 per accident as required by the Labor Code of the State of California.

Endorsements

Commercial General Liability Certificate must be accompanied by the following endorsements:
  • The City of San Jose, its officers, employees, agents and contractors are named as additional insured.
  • Ten (10) day Notice of Cancellation or changes of coverage shall be given to the City of San Jose.
  • The insurance is primary insurance as respects the City, its officials, employees, agents and contractors. Any other insurance the City may have shall be considered excess insurance only.
  • Coverage shall state that the production company’s insurance shall apply separately to each insured against whom claim is made or suit is brought, except with respect to the limits of the insurer's liability.

These requirements are subject to amendment or waiver if so approved in writing by the Office of Risk Management. Risk Management must be advised as to the nature of the filming or photography.



City of San Jose Parks

Filming in City of San Jose parks requires a special use permit. Commercial filming or Commercial Photography is $500 per day (8 hours) for passive, non-disruptive activities involving filming. This does not reduce or limit the requirement that the permittee obtain all other permits required for the activity or fees and permits to reserve portions of the City property. All other filming is by contract. Wedding/Portrait Photography is $120.00.. There is also a $30.00, 50.00 or 100.00 application fee. Fire Department

To receive a special effects/pyrotechnics permit, contact the San Jose Fire Department permits unit at 408-277-4656. A special effects/pyro-technic non-renewable permit with plan review and inspection is $365. Additional inspections by a fire safety officer are $55.00/per half-hour.



Norman Y Mineta SAN JOSE INTERNATIONAL AIRPORT (sjc)

SJIA is located five minutes from downtown San Jose. SJC is fortunate to have many different identities. Terminal A is marble and modern, while Terminal C sports a 1960s design. The San Jose Jet Center offers a small suburban terminal look. For information about filming at SJC, please call Yolanda Perez at 408-501-7700. The Film Commission is always available to answer questions and concerns about filming at the airport.



California Highway Patrol (CHP)/CALTRANS

For any state highway shoots, contact the California Film Commission (CFC) at 800-858-4749. The CFC has a CHP representative assigned to its office in Los Angeles. The Northern California CHP contact is Sergeant Mitch Mueller at 707-648-4139.



State Property Parks & Roads

Currently, there is no fee to film on California State land. If you are considering filming on state land it is best to contact the California Film Commission at 800-858-4749.



County Area Parks & Roads

To expedite your production, make contact with the Permit Issuing Office at least two weeks prior to commencement.

Permits for Santa Clara County parks are available through John Goldsworthy at 408-355-2220.
Permits for Santa Clara County roads generally begin at $180.


The permit fee structure is based on a fee schedule. The Roads and Airport Department can be reached at 408-299-2198. The county requires you to have police permission, a road map indicating where you plan to film, and proof of insurance.
